About ICAP

The Central American Institute of Public Administration (ICAP)

is an international organization that is a part of the Central American Integration System (SICA), and it serves the Central American region.

ICAP is SICA’s institution specialized in public administration. It is responsible for the development of academic programs that aim at modernizing the Central American Public Sector. ICAP supports the integration efforts in the region.

ICAP was created in 1954 through an international agreement, whose signatory countries are: Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama. Currently, the Institute collaborates with member countries, including the Dominican Republic and other countries in Latin America and the Caribbean.

ICAP’s permanent headquarters is located in San José, Costa Rica. It is governed by a General Board, comprised by the Ministers of Economy of each Member Countryand two extra representatives appointed by the board.

To be the institution of the Central American Integration System specialized in the management of knowledge for innovation in organizations in order to improve public management policies at the local, national and regional levels.

ICAP’s mission is focused on strengthening human competencies, reforming and modernizing public entities, and supporting Central American integration.
