XIX Public Service Forum of Central America, Panama and the Dominican Republic

What is the Public Function Forum?

The Forum is a deliberative instance that brings together the highest authorities of the Civil Service, Public Function and Administrative Career units of the member countries. Its purpose is to serve the institutions represented as a space for exchange and discussion of the main advances in the area of ​​human resources management at the service of the public sector in the region.

Background

In the second half of the nineties, the course of previous meetings and meetings of technicians of the Public Function and Administrative Career is resumed, with a more open and comprehensive approach, which was based not only on the technical discussion, but also In addition, it will include a component of political dialogue and a broad participation of professionals from different areas of Public Administration, being that in 1996, he proposed the creation of a Regional Forum on the topic of Public Function that would include all countries of the Region, with a permanent character, becoming the ICAP in its Technical Secretariat.

Objectives

Crear un espacio de reflexión y discusión sobre la gestión del desarrollo de los recursos humanos al servicio del sector público, con la finalidad de
constituir una capacidad técnica para un Estado eficaz, eficiente y efectivo

Propiciar el acercamiento institucional mediante el intercambio de ideas,
experiencias y avances derivados de la función de la Administración de Recursos Humanos, bajo el régimen de Servicio Civil y de Carrera

Considerar el progreso en la aplicación de principios y técnicas modernas
de desarrollo de la gestión de recursos humanos de las administraciones
públicas de la Región

How is it done?

Actualmente, el Foro la Función Pública consta de tres actividades de gran impacto a nivel regional: 1. la reunión de autoridades y técnicos de las direcciones generales de servicio civil de la región; 2. el Seminario Internacional. 3. la entrega del Premio ICAP a la investigación  para la Innovación, hacia las buenas prácticas en la Administración Pública”. A solicitud de las Autoridades del Foro, el Premio ICAP se reformuló en el año 2007 con el fin de premiar aportes innovadores y vinculados a los requerimientos de la modernización de las instituciones públicas, al tiempo que contribuyen a la satisfacción de los Objetivos de Desarrollo Sostenible y la Agenda 2030 de las Naciones Unidas. En el año 2018 el Premio fue declarado un Bien Público Regional para Centroamérica, Panamá y República Dominicana, al reconocerse su importancia en la integración regional y en la reducción de las brechas de desarrollo.

The authorities of the Public Service of the SICA countries, Administrative Career, General Directorates of Civil Service or their counterparts preside. Public officials from important institutions of the Isthmus also participate.
